IPhone : why is PopKIck better than other photo editors

I found an application called PopKick in ios interesting.

It is a very good photo editor. I am eager to find out how it works . So i was just exploring it. I found that i does something called as neon glow. Can someone tell me what is neon glow and how it can be implemented?

so to summarise, my question is to know how the App PopKick works. Is is based only on neon glow ? or is there something else to it ?
