IPhone : Set Top Cell Maximum Y Value To Zero [ Independent Of Other Cells ]

PREAMBLE

I have created a UICollectionView containing 11 cells.

Scrolling is enabled. Vertical bouncing is enabled.

I have seen app behaviour in Apple developed applications wherein the top cell of a similar UICollectionView / UITableView has a maximum Y value of zero [ does not bounce from the top of the view ].

The rest of the cells bounce downward independent of the top cell.

Said app behaviour is evident within the iOS App Store " Featured " page.

QUESTION

How do I mimic this behaviour ?
